Background
RDO was founded in the year 1980 by DR. N. K. Perumal, out of desire to serve and help uplift the rural poor in the Nilgiris region, particularly the dalits and tribals. The villages were selected, based on their low economic status and the communities were organised to form committees through which activities viz. education, health and other community development activities were planned and executed. Association with Aide et Action was established in the year 1989 in order to give further emphasis to the development of tribals and dalits.

The vision of the organisation is to build partnership with rural poor for positive social change.
